Each country – whether as part of the journey or as a destination – has also agreed to treat migrants with dignity by limiting the use of immigration and ensuring that migrants have easy access to basic services. The purpose of these meetings was to gather substantial contributions and concrete recommendations for the development of the GCM. The agreement stresses that all migrants agree on universal human rights and strives to eliminate all forms of discrimination, including racism, xenophobia and intolerance towards migrants and their families. However, the GCM is a reasonable framework for dealing with international migration-related tensions. It calls on states hosting migrants to respect their rights, provide basic services and enable them to prosper economically. But he also says that migrants` countries of origin should play a constructive role in facilitating the return of those who cross borders illegally. A new UN pact on global migration is proving highly controversial across Europe. Netherlands: The migration pact has given rise to a public debate in the Netherlands, after the Forum for Democracy called for a parliamentary debate based on concerns about the so-called «promotion of migration» and the legal consequences of the signing. On 5 December, a clear majority of Parliament approved support for the migration pact.  The firm has ensured that it adds a legal supplement stating that the migration pact cannot be used as a viable legal document and, therefore, as legal aid for asylum claims.  Following the intergovernmental negotiations, the final draft of the GCM was published on 11 July 2018. The draft contains 23 general objectives to ensure safe, orderly and regular migration, proposing a series of measures that are considered relevant instruments and best practices. The importance of data for well-informed strategies is reaffirmed throughout the document, as is the need for the global portal of migration data and other data repositories for the maintenance and dissemination of accurate and timely data in partnership.
Objective 1 of the final text recommends «collecting and using accurate and dissagated data as the basis for evidence-based policies,» which allows data to be published in the paper`s preliminary report.
